The Official Gazette of Castilla y León (Bocyl) published today the order of the Ministry of Agriculture, Livestock and Rural Development with the regulatory bases for the granting of de minimis subsidies, of up to 60,000 euros, destined to subsidize interest on preferential loans subsidized formalized by holders of agricultural exploitations of Castilla y León, affected by the drought and other adverse meteorological phenomena in the agricultural campaign 2022-2023.

The Ministry will consider the standard production value of each applicant farm located in Castilla y León, as an assessment criterion for determining the maximum loan amount allowed with a minimum amount of 6,000 euros and up to a maximum of 60,000 euros per exploitation. Specifically, for farms whose standard production value is less than or equal to 25,000 euros, the maximum amount of the right to the subsidized preferential loan will be 10,000 euros; between 25,000 and 100,000 euros, it will be 40,000 euros, and above 100,000 euros, the subsidized amount will be 60,000 euros. The presentation of requests for recognition of the right to subscribe to a subsidized preferential loan will be from tomorrow and until September 29.

The Board pointed out in the order, collected by the Ical Agency, that the “exceptionality” of the 2022-2023 agricultural campaign is based on the meteorological evolution characterized by a “marked” rainfall deficit in the area of the Autonomous Community of Castilla and León, which has been affected by a significant and continuous drought, causing serious damage to dryland farms located in its territory. “The persistence of a situation characterized by the prolonged concurrence of unusually low rainfall, especially during the months of February, March and April, and abnormally high temperatures defines a scenario that threatens the stability of the agricultural sector and affects normal development. of crops, not having been able to complete the productive cycle and having fundamentally affected dryland cereal and fodder crops, as well as pasture surfaces, and therefore may have consequences for future food security, turning once again into It is essential to declare the urgent adoption of public support measures”, he added.

In addition, the order included that the set of extreme meteorological adversities has caused in all the agricultural regions of the territory of Castilla y León, a loss of gross production in dryland crops of cereal, fodder and pasture greater than 30 percent of the average production of the last years. “This loss will have a very unfavorable impact on the economic situation of farms, which will cause financial liquidity difficulties to face the next agricultural campaign,” he stressed.
