(Reuters) – The 2024 budget will be sent to Congress next week with a zero primary deficit forecast, Finance Ministry executive secretary Dario Durigan said on Friday, noting that the government’s estimates for the year’s revenues next year will be conservative.

“On Thursday, we are going to deliver the 2024 Budget Law to Congress with a perfect balance between revenues and expenses, with zero deficit,” he said in a presentation at the Esfera Forum.

Asked about how to reconcile the demand for increased investments and responsibility for public accounts, the secretary said that nothing will be done without a balanced budget and that the government’s commitment is to respect the new framework.

Regarding the government’s plan to change the taxation of exclusive investment and offshore funds, Durigan said that the idea is not to make draconian or disproportionate charges.

“We have been listening to the market, there are several working tables for us to do something reasonable that is within an optimal curve of attracting investors, explaining the advantages of this and recomposing the revenues that the Treasury needs to equate the public accounts” , he said.

As Reuters showed, the measure to be sent by the government to periodically tax the earnings of exclusive funds will authorize investors to make an early settlement of accounts, which will allow a discounted payment of the tax.
