Access conditions relaxed for civil servants

A decree published on Sunday in the Official Journal relaxes the conditions for access to caregiver leave for civil servants. Thus, civil servants will now have the option of dividing the leave into half-days rather than whole days. This relaxation will also apply to parental presence leave, another type of leave intended for parents whose child is seriously ill or disabled. But that’s not all.

Created to allow civil servants or private sector employees to take care of a loved one who is disabled or has lost their autonomy, caregiver leave was until now only open to public officials whose loved ones were suffering from a disability or a loss of autonomy “of particular gravity”.

“Regular help”

From now on, they will also be able to request this type of leave when the disability or the loss of autonomy of one of their relatives requires “regular assistance”, “without necessarily being of particular gravity”, according to the text of the decree. Finally, the latter specifies the terms and conditions for the “exceptional” renewal of parental presence leave, the initial duration of which is set at 310 days.

The publication of the text comes nearly three months after the announcement by the government of a support plan for public officials suffering from chronic illnesses, the second axis of which aimed to make access to caregiver leave more flexible. Of a maximum duration of three months, renewable within the limit of one year over the whole of the professional career, the care leave is unpaid but can be compensated by means of a daily allowance (Ajpa ) paid by CAF.

Unsolicited help

However, in the public as in the private sector, this allowance is still little requested. According to figures published by the Social Security Department, just over 6,600 Ajpa beneficiaries were identified between September 2020 and February 2022, while 270,000 employees and 67,000 public officials would be eligible.
