Especially on the side of owners of second homes or vacant homes. The tax burden is increasing, in fact, for these households, which are more and more numerous. In France, nearly 3.6 million homes are second homes, according to INSEE. In total, 6.6 million dwellings are therefore either unoccupied or under-occupied (approximately 18% of the total housing stock). This is three times more than 55 years ago.

For owners of second homes, it’s a double penalty. Not only are they the last to pay a housing tax, but they risk, if they have not already done so, seeing the bill increase considerably. Since 2017, eligible municipalities can increase the housing tax for second homes from 5% to 60%. And they are more and more greedy with the owners. Among the 255 cities that activated this tax lever in 2022, around 29% applied the maximum rate, according to the General Directorate of Public Finances which depends on the Ministry of Economy and Finance. They were only 18% in 2021.
