Climate Minister Kristen Michal has submitted a project for interdepartmental approval, according to which the winner of the competition for the purchase and supply of thermal energy for the city of Narva will receive 20 million euros for the construction of a new heat-producing plant based on renewable energy sources.

“Today, oil shale is mainly used for heat production in Narva. This not only pollutes the environment, but also leads to an increase in heating costs. This support measure will help ensure sustainable heat production from renewable energy sources in Narva at a reasonable price and will contribute to the reduction of greenhouse gas emissions,” the climate minister said in a press release sent to BNS.

This measure will be available to heat producers who have won the competition for the purchase of heat for district heating in Narva. Investments should support the construction of a heat generation plant using renewable energy sources. One possible solution is the construction of a new biofuel-fired CHP plant. In addition to the CHP plant, a biofuel boiler house or heat pumps using renewable energy sources can be built.

Supported activities also include the preparation of documentation, the purchase of technical equipment, civil works, the construction of new communications, and payment for the connection of the heat generation plant to the public water supply and sewerage system and to the electrical networks. In addition, support will be provided in the construction of access roads and the implementation of owner supervision.

The project financing period is 32 months, however, this period may be extended in justified cases during the implementation phase if there is confidence that the project can be completed within a longer period. The project must be completed no later than August 31, 2026.

The maximum project budget is 20 million euros and will be financed by the European Union’s European Fair Transition Fund.
