Ministry of Defense and Veterans: sending a military contingent to Niger

The Council examined a draft law authorizing the sending of a
Burkinabe military contingent in the Republic of Niger.
This bill determines the terms and conditions for sending the said contingent to Niger. These
modalities have been established by mutual agreement between the authorities of Burkina Faso
and those of the Republic of Niger.
This Bill is based on the Revised Development Authority Treaty
Agreement of the Liptako-Gourma States of January 24, 2017. This treaty commits the
Burkina Faso, the Republics of Mali and Niger, to show solidarity, to
promote and strengthen their common security. This bill also
based on Ordinance No. 2023-08 of August 24, 2023 of the President of the
National Council for the Safeguarding of the Fatherland, Head of State of Niger,
on military assistance between Burkina Faso and the Republic of
Niger, in the event of external armed aggression or destabilization.
The Council marked its agreement for the transmission of the said bill to
the Transitional Legislative Assembly.

Ministry of Public Service, Labor and Social Protection: compensation for workers in former popular day care centers

The Council adopted a report on workers’ compensation for
former popular nurseries.
These nurseries were led by volunteer monitors at the
number of 548 and their financial support ensured by the Committees of
management of the said nurseries. In 1990, these workers asked for their
appointment to the Public Service and their compensation.
Since 2018, the recommendation had been made by the Government of
proceed with the compensation of these workers of the former popular day care centres.
The Council instructed the ministers in charge of the file to take the necessary steps
appropriate for the implementation of these measures for a final resolution
the problem of compensation for the 548 workers in the former popular day care centres.
The financial impact of this compensation is estimated at one billion six hundred
sixty million eighty-four thousand two hundred thirty-four
(1 660 084 234) F CFA.

National Citizenship Week October 23-27, 2023

The Minister of Justice and Human Rights, responsible for relations with
institutions made a communication to the Council on the organization of
the 20th edition of National Citizenship Week (SENAC).
Scheduled from October 23 to 27, 2023 throughout the national territory, this
edition is placed under the theme “citizenship in action for the reconquest of
the integrity of the national territory”.
The general objective of SENAC is to bring all Burkinabè citizens
to appropriate the values ​​of citizenship and encourage their active participation in
the consolidation of democratic gains and the development process
economic and social of the country.

First edition of Africa Infrastructures Forum (AIF)

The Minister of Infrastructure and Opening Up made to the Council a
communication relating to the organization of the 1st edition of Africa
Infrastructures Forum (AIF), scheduled from August 31 to September 02, 2023 at
Ouagadougou.
Placed under the Very High Patronage of His Excellency, the President of
Transition, this edition is held under the theme “Investing in
African infrastructure to impact the Free Trade Area
continental”. It aims to bring together the major players in the sector’s ecosystem
infrastructure in Africa in order to discuss the necessary financing
development and provision of sustainable infrastructure.

Malaria vaccine brought to market

The Minister of Higher Education, Research and Innovation
made a communication to the Council relating to the results of the trial project
clinical study on the R21/Matrix-M malaria vaccine candidate, carried out by
the team from the Nanoro Clinical Research Unit of the Institute for Research in
Health Sciences of the National Center for Scientific Research and
technology (CNRST-IRSS) and the prospects for its deployment.
Malaria vaccine candidate clinical trial results
R21/Matrix-M have shown 75% effectiveness for sites where the
Malaria transmission is seasonal like Burkina Faso.
In view of these results, the health authorities of Burkina Faso through
the National Agency for Pharmaceutical Regulation (ANRP) after examining the
file, granted on June 20, 2023 the marketing authorization for the
marketing of the R21/Matrix-M vaccine in our country.

Burkina Faso is the third African country (after Ghana and Nigeria) and the
first country in French-speaking Africa to approve the use of this vaccine whose
much of the research leading to the results presented has been
conducted in Burkina Faso.
