“Everyone must be made aware and mobilized: students, parents, obviously the educational community but also the police, the gendarmes to collect complaints, justice, platforms. So it’s a mobilization of many actors, sectors and that’s why I wanted to bring this plan to my level. Obviously it will be implemented by the Ministry of National Education, but I will present it by the end of the month,” said the Prime Minister.

“Really, this school bullying is a scourge. There are hundreds of thousands of young people who are victims of it. These young people are living a nightmare, they can really be driven to despair […] even to suicide. “We must absolutely not miss anything, we must not think that these are bickering between children. So that actually assumes that everyone is mobilizing, ”said Elisabeth Borne.

“We can remove the harasser and not the harassed”

“From the start of the school year, we will deploy the pHARe system, teams who are on these subjects, including in high school, which was not the case until now”. “We are going to set up referents by establishment”. And “now, we can keep the harasser away, including in primary school, and not the harassed. It is incomprehensible that the student who is harassed must leave his school, ”detailed Élisabeth Borne.

A decree issued at the end of August provides that a student responsible for school harassment can now be transferred to another school, avoiding imposing this change on the victim. The text also provides for the possibility of sanctioning a perpetrator of cyberbullying against a student from another establishment.
