The health reform once again provoked confrontations in the Congress of the Republic, and in particular between members of the government benches.
It all began on Wednesday of the previous week, when in the plenary of the House of Representatives it was approved, by majority, that the reform would be postponed in its discussion until a proposal for more concerted articles was received from a subcommittee.

It was based on the proposal of the President of the Republic, Gustavo Petro, to achieve a great national agreement, with which it is possible, among others, to carry out key reforms such as health.
In the proposal, accompanied by all the parties, it is explained that “with the intention of meeting the proposal of the President of the Republic, Gustavo Petro, to build a national agreement, we present a proposal for the creation of a subcommittee made up of all the parties, which will have the purpose of agreeing on a text that will be the result of the preparation of national dialogue tables that will be open to citizen, political, sector organizations and other interested parties where we will guarantee the principles of participation, consensus and legitimacy of a project as important for the country as is the reform of the health system”.
It was presented by the representatives Julia Miranda and Katherine Miranda, who filed the proposal at the beginning of the session, which was approved by the plenary, with the majority including Petrism itself.
However, one day after the plenary meeting again, the confrontation over this proposal was uncovered, when the former president of the Chamber, David Racero, of the Historical Pact, questioned this procedure of the congresswomen who, in his opinion, made a little play to stop health reform.

For Racero, what has been done by the congresswomen, like Miranda, who is from the Alianza Verde, which is the government party, is “the culture of ‘living’, of the ‘airplane’, of the ‘jugadita’ has to stop being the rule; trust in a reasoned deliberation cannot be seen as naivety or weakness. I refuse to believe that public debate has to be based on distrusting the other. If the premise is distrust, any agreement is impossible”.
Just like Racero, there were other congressmen from the Historical Pact who believe that Katherine Miranda, Julia Miranda and Carolina Arbeláez are trying to use a “perverse” strategy to shelve the health reform.
Faced with questions, especially through social networks, representative Miranda maintained that the Petrista wineries have radicalized against their proceeding with the proposal, “regardless of the fact that it was public and approved by the majority.”
For Miranda, “here there are no little games or innocent congressmen, even if they want to show it with a political bias, we presented a public proposal and up front, all the congressmen were read. It is not my fault that many congressmen and their UTL are not attentive to what is being considered”.
The congresswoman for Cambio Radical, Carolina Arbeláez, who also promoted the proposal, pointed out that “it is our fault that the representatives register and leave? If they notice, it is the representative Racero who comes to talk. Where were the other representatives of the Historical Pact? There are 25 in total, nobody said anything. The dialogue called by the Government is a farce behind closed doors and without arranging”.
In the same sense, Senator Humberto de la Calle spoke, who said “Dear wineries: let’s add some rationality to the matter. If the Historical Pact was distracted, it cannot be the fault of the promoters of the health proposal. Batteries! Better Velasco’s reaction. Isn’t the idea a National Agreement?
The situation on Tuesday in the plenary will be more controversial, since the president of the corporation, Andrés Calle, included as the first item on the agenda the discussion of the health reform, despite the fact that it is, based on what was voted in the proposal, suspended in its study until when a unified proposal is brought.
