“Allow sport to regain its full place in the fundamentals of our school”, this is the course that Emmanuel Macron had set himself during the presidential campaign and that he recalled on Tuesday, September 4, on the occasion of a trip to Orthez (Pyrénées-Atlantiques), to the Daniel-Argote college. “The observation is that a large part of children, from college and especially from the 4th, move away from a sporting practice, which has quite direct impacts on their health”, we explain to the ‘Elysium. To fight against the sedentarization of adolescents, the President announced a series of measures aimed at developing physical activity, particularly at school.

In line with the 5,000 equipment plan launched in 2021 – “and consumed in two years, whereas it was planned over three years”, we specify at the Élysée – Emmanuel Macron has thus announced the launch of a second plan. If in 2021, the idea was to finance local equipment (3 x 3 basketball courts, city stadium, skate park, etc.) as close as possible to the needs of the territories and for innovative disciplines, this time the “2024 generation plan” is geared towards school and extracurricular activities.

5,000 devices will thus see the light of day in schools, colleges, high schools or universities, or in the immediate vicinity of these places. With the desire that these new structures be used during school time and also be accessible to free practice or associations, evenings, weekends and during holidays. The ambition is to finance 5,000 places of practice: 1,500 schoolyards fitted out with active design; 3,000 local facilities built or renovated to meet “innovative needs” (handball 4 x 4, basketball 3 x 3, breaking, etc.); 500 structuring facilities with the renovation of gymnasiums or swimming pools.

An evaluation of the cardiovascular capacities of 6th graders

An envelope of 300 million euros (M€) over 3 years (compared to 200 M€ during the previous plan) will be added to the budget of the National Sports Agency (ANS), which will operate the project. The plan will be deployed from January 1, 2024, with the State financing between 20 and 80% of the project.

The 2nd announcement concerns students in 6th grade. A test to assess physical abilities will be offered to them at the start of the 2024 school year (the system will be tested this year in the Lille and Créteil academies). “The goal is that we have the ability to see how the state of health of young people is changing on these subjects of physical and sporting activity”, we explain at the Elysée, while the device of the 30 minutes of physical activity per day is becoming widespread in primary schools.

It is not a test of sports skills, but an evaluation of the cardiovascular capacities of young people, which, according to the Elysée, could then allow families “to direct children towards a type of activity adapted to improve, if necessary, a cardiovascular situation. »

Discussions will continue with the scientific community and physical education teachers in order to identify the relevant tests. Finally, Emmanuel Macron wishes to allow young athletes who so wish to adapt their school career. Currently, 10,000 places are open in classes with flexible hours for high-level and good-level athletes, in colleges and high schools. There will be 25,000 by the start of the 2026 school year.
