Transfer of $4.4 million in loans and donations for the DOM is approved

With 62 votes in favor, seven abstentions and four against, the Legislative Assembly approved redirecting $4.4 million in loans to the National Directorate of Municipal Works (DOM).

The legislators agreed to amend the 2023 Budget Law so that $4,408,460 of the loan and financial contribution contract between the Kreditanstalt fúr Wiederaufbau (KFW) and El Salvador be redirected to finance the DOM for the program of Safe Coexistence Spaces for Youth in El Salvador ( Live together).

At least $1,763,470 would come from loans and $2,644,990 from KtW donations for the Salvadoran State.

Obtaining the funds was achieved through a loan and non-reimbursable financial contribution contract between the KFW of Germany and the country for 17 million euros, equivalent to $18.3 million, and 7 million euros, that is, $7.5 million; plus $7.5 million in loans and $10.8 million in donations.

This Monday during the session of the Finance and Special Budget Commission, the deputy director of Investment and Public Credit of the Ministry of Finance, Delia Reyes, explained that Convivir was initially executed by the Social Investment Fund for Local Development of El Salvador ( Fisdl) and detailed that “the dissolution of that entity in 2022 an amendment to the agreement was signed” to transfer the execution and responsibilities to the DOM.

Reyes said that the activities are intended to identify young people at risk to promote “initiatives aimed at improving the employment or social situation” to benefit them with “training, sports activities” and others.

In addition, the DOM must complete the construction of the Integral Coexistence Center of Cuyagualo, in La Libertad; and carry out works in the centers of Santiago Nonualco, Quezaltepeque, Tecoluca and the San Vicente Municipal Sports Center.

The deputy of Nuevas Ideas, Marcela Pineda said during the approval that “this is only a budget modification, the purpose of including these funds is precisely for the generation of spaces and in this way to prevent violence.”

Pineda added that the funds will also be used for “the improvement and readjustment of the Municipal Sports Center for the integral construction of the Cojutepeque Citizen Coexistence Center.”

opposition criticism

The deputy of Alianza Republicana Nacionalista (Arena) Rosa Romero criticized the role of the DOM, saying that “the cyan bench and its allies are going to allocate $4.4 million to the campaign house of Nuevas Ideas, sorry I say for the Directorate of Municipal Works”.

Romero pointed out that the dissolution of the Fisdl meant that the localities “are in worse conditions than the municipalities, the population continues to demand this aid and those who are in better conditions are those companies that, without being born in the Commercial Registry, have already been assigned many times contracts”.

The right-wing legislator lamented that “on this occasion $4.4 million is being assigned when what was assigned (to the DOM) is $596, they have not been seen in the territory.”

For his part, the deputy from Gran Alianza por la Unidad Nacional (Gana) Romero Auerbach “I was surprised that the deputy who was speaking before, I kept looking for a bit where she got this credit for the campaign house of Nuevas Ideas, I I want to tell you, at least, like Gana, that campaign house of Nuevas Ideas has already helped us in many works in many Gana city halls”.
