The expected opening of offers of the international tender called by Ancap for the incorporation of partners in its business of production, marketing and distribution of Portland cement and lime took place this Tuesday but, unfortunately, the result was negative. This initiative aimed to revitalize a sector that has been in the red for more than two decades.

Despite the efforts and intention of the ANCAP board of involve a private investor in the Portland cement business, the reality is that in this instance no interested parties showed up. The lack of proposals left the company in the same stalemate in this matter that it has been in for a long time.

What’s next for ANCAP’s Portland and lime business?

The tentative schedule had established a maximum award date that, if finalized, would have taken place in the month of December. This would have been followed by an operational transition period, during which control of the business would have been transferred to the hands of the private company in the second half of 2024. However, all these plans are now threatened by the lack of interest from the private sector.

The idea behind this comprehensive partnership was link ANCAP with a private partner that could open new doors in terms of markets and that could integrate operations in Uruguay with a broader regional strategy. Ancap currently participates in a local market that covers less than 1 million tons per year, while in the region, specifically in Argentina, Brazil and Paraguay, approximately 75 million tons are consumed per year, with a capacity of production of more than 130 million tons. The gap between Ancap’s presence and regional opportunities is evident, and the partnership sought to close this gap.
