The concrete implementation of the remainder payable for any purchase via one’s personal training account (CPF), pushed by Elisabeth Borne with the support of Bercy, is not for tomorrow.

The Minister of Labor, Olivier Dussopt, announced it this Thursday in an interview with “L’opinion”. “Thanks to cleaning the training catalog, the fight against fraud and securing the registration portal, the CPF should ultimately cost a little more than 2 billion euros in 2023, or 400 million euros less than initially planned,” he said. “The idea is still under study,” he added, but without setting any deadline.

The 2023 France Competences draft budget provided for 2.37 billion for the CPF, already down by 385 million compared to 2022. The government had refused to seek above all a source of savings. But this now makes the subject “less urgent”.

In addition, the “pleasure” purchases of training that the government claimed to want to limit are in reality a minority, showed a study by the Research Directorate of the Ministry of Labor (Dares) published last February. According to this, eight out of ten training courses have at least one professional objective: improving their career prospects for a third of the holders who have mobilized their account, retraining for a quarter or even creating or taking over a business for a fifth.
