From July 13 to 14, 2023, the Bel Azur hotel in Grand-Popo is hosting a parliamentary workshop on the theme “Performance assessment and capacity building of transcribers and revisers of parliamentary debates”. At the start of the work, the Chief of Staff of the President of the National Assembly Mathieu AHOUANSOU returned to the expectations of the parliamentary authority.
There are around thirty parliamentary agents in charge of sessions and questions, transcription and revision to participate in this seminar. This workshop, funded by the Capacity Building Support Project for Parliament and Election Management Bodies (PARCPOGE), aims to evaluate and improve the performance of the sessions and questions, transcription and revision service, by based mainly on the evaluation of the performance of transcribers and revisers and new recruits assigned to the said service. Specifically, it will assess the performance of transcribers and revisers; to carry out discussions to increase the performance of transcribers and revisers; to make improvements to the practical guide for writing the full report of parliamentary debates; to improve the functioning of the sessions and questions, transcription and revision service.
In his speech, Chief of Staff Mathieu Ahouansou reminded revisers and transcribers of their importance in the parliamentary work chain. “…You are doing sensitive and important work which, later, can be consulted by posterity. It is a collegial job and everyone in their position must do their job. The President of the National Assembly has authorized that you meet here in Grand Popo to better concentrate and discuss with a view to good results. Poor transcribing is a burden that the institution carries. It is not easy. Everything you do is based on historical documents which must later be used in terms of archives and the history of Parliament. What you are doing is very important,” he said before expressing his confidence regarding the success of the work. Speaking of expectations, he will add that at the end of this workshop, the work of the transcribers and revisers will have been evaluated,
discussions will have been carried out to increase the performance of transcribers and revisers; the practical guide to transcription and revision of parliamentary debates will have been reviewed and corrected; the functioning of the sessions and questions, transcription and revision service will have been improved…
Note that this service, placed under the direction of the legislative services, plays an indispensable role in the legislative apparatus and in the chain of control of government action. He is responsible for producing summary and full reports of parliamentary debates, as well as maintaining the lists of oral, written and current affairs questions and interpellations.
During the 48 hours, four communications are planned. It is “From transcription to full report”; “Presentation of the Practical Guide to the transcription and revision of parliamentary debates”; “Reporting common errors noted in the preparation of full reports” and “Improvements to be made to the Practical Guide to the transcription and revision of parliamentary debates”.
