Looking ahead, even with Ms. Powell’s potential victory, Pennsylvania voters may soon face yet another special election with significant stakes. State Representative John Galloway, a Democrat representing a district northeast of Philadelphia, is projected to win a race for a district judgeship in November. If that happens, the state House will be split once again until another election can be conducted to fill Galloway’s seat.
