The ceasefire in Nagorno-Karabakh is on Azerbaijan’s terms

The authorities of Nagorno-Karabakh / Republic of Artsakh announced a ceasefire, as proposed by the command of the Russian peacekeeping contingent (Azerbaijan calls this region Nagorno-Karabakh, and Armenia – Artsakh. – RS).

The state agency of Armenia, ARMENPRESS, has published a statement by the “Artsakh President’s office”, in which the actions of the international community to settle the situation are called insufficient.

“The analysis of the actions of the Armed Forces of Azerbaijan shows that they were given the task of dismembering Artsakh and causing irreparable damage to its vital activity. For two days, units of the Armed Forces of Artsakh heroically defended themselves against the attack of the enemy, which exceeded them several times in manpower and military equipment. […] Unfortunately, there are also dead and wounded from the Artsakh side. […] In the current situation, the actions of the international community in the direction of ending the war and settling the situation are insufficient. Taking into account all this, the authorities of the Republic of Artsakh accept the proposal of the Russian peacekeeping mission to cease fire,” the statement said.

The Ministry of Defense of Azerbaijan stated that the Armenian side accepted the ceasefire proposal on the condition of the withdrawal of its troops from the Karabakh region and their disarmament.

“All weapons and heavy equipment seem to be in parallel. All these processes are ensured in coordination with the Russian peacekeeping contingent,” the Ministry of Defense of Azerbaijan said in a statement. The document was quoted by the state agency AZƏRTAC.

Later, the administration of the President of Azerbaijan, Ilham Aliyev, said that on September 21, a meeting will be held in the Azerbaijani city of Yevlakh “with representatives of the Armenian residents of the Karabakh region to discuss issues of reintegration based on the Constitution and laws of the Republic of Azerbaijan.”

On September 19, Azerbaijan launched anti-terrorist measures of a “scary nature” in Karabakh after an incident involving a mine detonation on a highway, in which civilians and military personnel were allegedly killed.

The Ministry of Defense of Armenia stated that there are no Armenian armed forces in Nagorno-Karabakh and accused Azerbaijan of launching missile strikes on Stepanakert.

The Armenian service of Radio Svaboda – Azatutyun Radiokayan – with reference to Hegam Stepanyan, the ombudsman in unrecognized Nagorno-Karabakh, reported that 27 people, two of them civilians, were killed as a result of the military operation of the Azerbaijani army. According to Stepanyan, another 138 people were injured, 29 of them civilians.
