President Luiz Inácio Lula da Silva (PT) announced a mini-ministerial reform that aims to strengthen his support base in the National Congress, particularly among the Centrão parties. The strategy involved the appointment of deputies from the PP and Republicans in strategic ministries, such as Sports and Ports and Airports.

This change seeks to avoid defeats on issues considered fundamental by the government, counting on the support of Centrão, a coalition of parties that historically exerts great influence on the Brazilian political scene. By bringing the Centrão closer to him, Lula weakens the opposition, since, with the portfolios ceded by the government and more power in hand, more agendas tend to move forward, now with a more solid base for the federal government.

The appointment of members of the PP and Republicans strengthens Lula’s position in Congress, especially thanks to the close partnership he maintains with the president of the Chamber, Arthur Lira (PP-AL), and with the president of the Senate, Rodrigo Pacheco (PSD- MG).

On the other hand, the opposition believes that it can still maintain its narrative strength by talking directly to voters. This could put pressure on Centrão parliamentarians not to approve all of the government’s agenda.

In response to this political dynamic, Lula ordered a review of the communication work of the Presidency’s Communication Secretariat (Secom). The objective is to improve government communication and strengthen public approval. It is believed that, with more effective communication, Lula’s approval could be even greater.

Minister Paulo Pimenta (PT-RS) also held meetings to realign the policies adopted by his department, as part of this effort to improve government communication.

Lula’s expectation is to form a solid alliance with the PP, União Brasil and Republicans, aiming to have these parties on his side in the 2026 elections.
