According to the memorandum signed yesterday, dairy farmers who cannot prove the necessary market realization can invoke force majeure after authorization from the European Commission
From 5 to 31 October 2023 breedersapplied under the schemes for tied support for animals for Campaign 2023, they should prove the production they produced and realized, informs DF “Agriculture”.
According to the memorandum signed yesterday between the Prime Minister, the Minister of Finance and Agriculture, on the one hand, and the Initiative Committee of the protest, on the other, it is possible not to present documents for realized production. Article 8 of the memorandum states: “Milk farmers who cannot prove the realization of production, due to the import of dry milk from Ukraine, to receive assistance under the interventions under the tied support on the basis of a legal basis for force majeure and after permission from the EC.„
The sale of milk and milk products is proven for the period 01.10.2022 – 30.09.2023, according to the DF “Agriculture”. This is spelled out in the provisions of Art. 21, para. 2 and Art. 22, para. 5 of Ordinance No. 3 of 10.03.2023 on the conditions and procedure for implementing the interventions in the form of direct payments included in the Strategic Plan, for inspections, reductions in payments and the procedure for imposing administrative sanctions.
In the inventory of the documents applicants complete an up-to-date Campaign 2023 electronic form. The accounting documents described in it must meet the requirements of the regulatory framework. This means that the electronic spreadsheets must include all the details that can be used to carry out the necessary administrative checks. They must correspond to the registration of farmers in ISAK (individual or legal person/sole trader).
Milk and milk products sold on the market are certified according to the following interventions:
Intervention for tied support for dairy cows – MLK, Intervention for tied support for dairy cows in breeding programs – MLK-RP, Intervention for tied support for dairy cows of endangered breeds with milk sales – K-ZP, Intervention for tied support for sheep and goats of endangered breeds with realization of milk – DPZ-ZP, Intervention for linked support of sheep and goats in breeding programs with realization of milk – DPZ-RP, Intervention for linked support of buffaloes – Buffaloes.
In order to receive a subsidy, farmers must have sold on the market the quantities of milk and milk products specified in the regulations under the relevant intervention from the above.
Animals sold on the market are certified according to the following interventions:
Intervention for production-linked support for cows from endangered breeds with meat realization – K-ZP, Production-linked support intervention for beef cows – MeK, Intervention for production-linked support for beef cows included in breeding programs with realization for meat – MeK-RP, Intervention for production-related support for sheep and goats from endangered breeds with sale of meat – DPZ-ZP, Intervention for production-related support for sheep and goats included in breeding programs with sale of meat – DPZ-RP.
In order to receive a subsidy, farmers should have realized on the market the quantities of animals specified in the regulations under the relevant intervention. The sale of the animals can be carried out both in Bulgaria and outside the country, and for each of the two cases, the corresponding electronic form is filled out.
The samples are published and can be downloaded from the website of the State Fund for Agriculture (SAF). They are located in the relevant sections of the Bonded Assistance for Animals interventions as follows:

List of documents for realized production outside Bulgaria for interventions K-ZP with sale of meat, MeK, MeK-RP, DPZ-ZP with sale of meat; DPZ-RP with sale of meat for Campaign 2023.
The sample inventories filled out by the farmers are submitted on electronic media to the regional directorates of the DFZ. There, on the spot, they also sign a Declaration for the realization, according to Art. 23, of Ordinance No. 3 of 10.03.2023 in connection with declared participation in the interventions for production-related support for animals. The owners also provide certified copies of the accounting documents described in the electronic tables, with which they certify the produced and realized production.
