This is indeed an argument hammered out by the head of state and members of the government. At this level of definition, and affecting all sectors at the same time, it seems that France is probably one of the first industrialized countries to adopt such a plan.

That being said, other countries, under other names, have developed plans with environmental objectives, such as Sweden to get away from fossil fuels, the Netherlands with its “climate tables”, Germany for the design eco-districts, the development of renewable energies. Italy, moreover, has included environmental protection in its Constitution in 2022, but without this being accompanied by a concrete plan on limiting greenhouse gas emissions or any measure for the protection of biodiversity. So, at present, France is well placed in terms of programming the ecological transition. Concrete actions must still follow.
