Real estate professionals have been calling for it for months, without really believing it. In an interview with “Parisien”, the Minister of the Economy Bruno Le Maire opens the way to a review of the timetable for banning the rental of thermal strainers.

The Climate and Resilience law plans to remove from rental all housing classified G under the energy performance diagnosis (DPE) from 2025 and all F in 2028. However, the deadlines are proving particularly difficult to meet. Especially in co-ownerships where it is necessary to win the vote of a majority of owners, who do not necessarily have the financial means to undertake these projects. And where it often takes at least three years, in the event of a vote, between the decision to begin work and their actual completion.

“Be pragmatic”

On thermal strainers, “I consider that everything that was decided before the rate increase deserves to be looked at again in the light of this crisis. What was possible when money was available becomes impossible with rates this high. We have to be very pragmatic and see if we can shift the schedules. I am a member of a government, so I am united. But personally, I am very favorable to it, in particular for co-ownerships,” Bruno Le Maire told “Parisien”.

“I am against any punitive ecology,” he added – also questioning the need to improve ECD. A work already started but which remains on the job. “But my objective remains the same, we must be the first decarbonized European economy in 2040,” he added.

A few days ago, the Minister of Housing, Patrice Vergriete, for his part, questioned the opportunity for owners of G apartments for rental to carry out a minimum of work to earn a label. Without going through the vote of the co-ownership. Enough to offer a three-year reprieve for these accommodations.

Market close to blockage

For months, real estate professionals have been warning of the risk of a massive exit of housing from the rental stock due to these upcoming bans. The National Real Estate Federation (Fnaim) estimated their number at 500,000.

The threat is all the greater today as the rental market is close to being blocked. Households who can no longer buy their apartment or house because of the increase in the cost of real estate loans remain renting. Faced with the growing constraints linked to rental, some landlords have chosen to sell their homes. As a result, supply contracts when demand increases. Whatever the solutions envisaged, we must break the deadlock.
