Bruno Le Maire opens the door to postpone the rental ban timetable

The Minister of the Economy, Bruno Le Maire, opened the door on Tuesday September 26 in an interview with Parisianto the postponement of the timetable for the ban on the rental of accommodation considered to be “thermal strainers” from 2025, arguing that inflation has changed the situation.

“I consider that everything that was decided before the rate hike [d’intérêt] deserves to be looked at again in the light of this crisis. What was possible when money was available becomes impossible with rates this high. We have to be very pragmatic and see if we can shift the calendars”the minister told the newspaper.

“Ready to open this debate”

The Climate and Resilience law, promulgated on August 24, 2021, provides for a ban on the rental, from January 1, 2025, of housing classified G and, in 2028, of those classified F by the new energy performance diagnosis (DPE). The latter is no longer based on energy bills but on the characteristics of the building (quality of insulation, type of windows, heating system, etc.).

“When we increase by 1.6 billion euros the credits dedicated to the renovation of housing in the 2024 budget, it is to support these owners. Afterwards, I wonder: can’t this so-called “DPE” classification be improved? »underlines Bruno Le Maire.

“With my ecological transition colleague Christophe Béchu, we are ready to open this debate”assures the minister. ” Personally “Bruno Le Maire says to himself “very supportive” to a revision of the calendar, “especially for co-ownerships”.

Revision of the zero-rate loan scale

Also referring to the zero-rate loan (PTZ), the minister proposed revising the scale to make it more accessible.

“The zero-interest loan is important for first-time buyers with modest incomes. We had decided to tighten it for budgetary reasons: I propose that we revise the PTZ scale so that more young households can have access to it and that we review the criteria to create more flexibility”declared Bruno Le Maire.

He also said he was in favor of the creation of a “subsidized rate loan” to help households, by offering “credit financing conditions more attractive than those of the market”. “When rates are at 4%, shouldn’t we think about a more accessible rate for households? », launched Mr. Le Maire. Such a loan could “be reserved for first-time buyers or not, I am open to discussion”he said.
