[Jeudi 28 septembre, le président de la République s’est exprimé devant les élus de l’Assemblée de Corse, à l’occasion du 80e anniversaire de la libération de l’île (du 9 septembre au 4 octobre 1943). Voici les principaux extraits de son discours :]
« (…) It is here, in front of this hemicycle where the democratic values of Corsica live, that I have come to honor this renewed momentum which supposes common ambition and new recognition. (…)
We are at a historic moment, because I think that there is a collective consciousness precisely to be able to move forward.
And let me tell you on this subject my conviction: Corsica is rooted in France and in the Republic. She was often even a pioneer. Let us think of the 1755 Constitution of Pascal Paoli, of its democratic modernity. And Corsica today needs more freedom, recognition of its identity, its island and Mediterranean singularity. And it is this rooting in our common history and this recognition that we must hold together to emerge from this situation of incomprehension and confrontation, of distrust and resentment. (…)
I am in favor of a new step being taken.

This stage was prepared by the Minister of the Interior and Overseas Territories, and I would like to thank him in particular, who, for more than a year, has led [ce travail] with you (…) Let’s say it clearly, as I speak to you, all this work being recognized, the status quo would be the failure of us all. (…)
At the start of the year, I myself came to meet the Corsican delegation in Beauvau. It was on this occasion that I asked the delegation to send me proposals before July 14. This was done by the presentation of several resolutions before your assembly and the large majority vote on one of them, on July 5.
To fully anchor Corsica in the Republic and recognize its singularity, its Mediterranean insularity, this relationship with the world and its role in its space, we must move forward. And for this we need the entry of Corsica into our Constitution, it is your wish, I share it and I make it mine, because I respect and I recognize the history, the culture, the Corsican specificities in the Republic. (…)
I am in favor of the specificities of the Corsican island community being recognized in the Constitution within its own article, that of an island, historical, linguistic and cultural community. These words, I hope, will be those of our fundamental text, words of respect and recognition.
