The start of the month means changes. This October 1, 2023 does not deviate from the rules, with a minimum rate of postage on books, the deconjugalization of the disabled adult allowance or even the raising of the ceiling of the popular savings account. Le Parisien lists these changes.

Shipping costs for books

No more (almost) free delivery when you buy a book! From October 1, a minimum rate will be introduced on shipping costs for books in the case of an order of one book or several, for an order of less than 35 euros. Beyond this amount, the shipping costs for delivery may be lowered to 0.01 euros, i.e. the amount already in force today.

Less salt in our baguettes

From this Sunday, bakers will not be able to add more than 1.4 g of salt per 100 g of bread, and even 1.3 g for special breads. This is the result of an agreement signed between the profession and the authorities for health reasons. “Bread, the pillar of our daily diet, still contributes significantly to this excessive salt consumption, representing around 20% of the daily intake”, indicated recently in a statement the National Confederation of French Bakeries and Pastries (CNBBF).

The demaritalized disabled adult allowance

It was a campaign promise from Emmanuel Macron, voted by Parliament last July. “From October 1, 2023, the spouse’s income will no longer be taken into account in the calculation of the allowance for disabled adults,” indicates the government. Thus, the amount of AAH assistance will be calculated based solely on the resources of the disabled person, allowing them autonomy.

Revalued APLs

Rents are increasing, as is aid to pay them. According to the rent reference index (IRL), personalized housing assistance (APL) will be increased by 3.5% from October 1. In Corsica, this revaluation will oscillate between 2% and 3.5%. Between overseas territories, it is capped at 2.5%.

The ceiling of the popular savings account increased

The most modest French people will be able to place more money in their popular savings account from this Sunday. The ceiling of this increases from this Sunday from 7,700 to 10,000 euros. Its interest rate does not change: 6%. Eligibility for opening such a booklet depends on tax income (less than 21,393 euros for a single person, for example).

The price of gas increases

The rise in energy prices continues. “Between September and October 2023, the variable portion excluding taxes (HT) of a typical cooking/hot water and heating consumer increases by 9.21 euros MWh,” predicted at the beginning of September the Energy Regulatory Commission (CRE). And to specify: “This increase results from the rise in wholesale gas prices after the continued decline observed in the spring and summer of 2023.”

Higher dental care

From Sunday, going to the dentist may cost more. The fault lies in the drop in the level of coverage for dental care by Social Security. These procedures will be reimbursed at 65% or 55% of the conventional health insurance rate, compared to 70% currently. The sentence on the portfolio will depend on the mutual and the complementary. “It is not a question of a reduction in reimbursement, but of a different distribution”, justified the deputy director of the National Health Insurance Fund (Cnav) in June.
