CALL FOR EXPRESSIONS OF INTEREST FOR THE RECRUITMENT OF A NATIONAL CONSULTANT IN CHARGE OF THE PREPARATION OF ENVIRONMENTAL AND SOCIAL IMPACT NOTICES FOR THE INSTALLATION OF EIGHT INCINERATORS IN THE HEALTH FACILITIES OF CONAKRY, COYAH, MAMOU, LABE, BOFFA, GAOUAL , KISSIDOUGOU, FARANAH

The Government of the Republic of Guinea has received funding from the World Bank to cover the costs of the COVID-19 Preparedness and Response Project in Guinea, and intends to use part of the amount of this funding to carry out payments for consultancy services.

2-As part of carrying out this mission, the Consultant will have the main missions of:

The consultant will outline his/her work plan over the total duration of his/her mission, highlighting the different tasks and the implementation timetable.

The objective of the consultation is generally to identify, evaluate and manage the potential environmental and social impacts of the sub-project following the different phases of its implementation (Preparatory, Construction, withdrawal, Operation) of the works in accordance with national regulations and the Environmental and Social Standards of the World Bank.

The Consultant’s main tasks will be to:

Describe the objectives and scope of the Environmental and Social Impact notice; Describe the relevant institutional and legal framework for environmental and social management of sub-projects; Describe the sub-projects; Present and describe the components of the natural and human environment likely to be affected; Identify and evaluate the potential impacts of the sub-projects; Describe the proposed environmental protection measures; Organize public consultation sessions for the various stakeholders of the sub-projects and document them; Develop an Environmental and Social Management Plan with surveillance and monitoring programs and a budget for its implementation; Use the existing Project complaints management mechanism including the protocol to identify the measures necessary for the management of complaints relating to sexual exploitation and abuse/sexual harassment (SEA/HS) and violence against children (VCE) during the implementation of activities; Prepare a code of conduct for the supplier and workers; Clear environmental clauses and social issues to be included in supplier specifications.

Monday to Thursday: 9 a.m. to 4:30 p.m.

Friday: 9 a.m. to 1 p.m.

4-The COVID-19 Preparedness and Response Project in Guinea invites eligible Consultants to express their interest in providing the services. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

5-Qualification and expertise required

The consultant must be an expert in quality management with the following profile:

Be at postgraduate level (BAC+5 at least) in an environmental science (Ecology, Biology, environmental health, etc.) (Diploma required) ;Have additional training in environmental assessment and proven experience of at least 10 years in conducting environmental and social studies, including at least three years for projects financed by the World Bank (Supporting certificates);Have developed at least one ESIA or NIES (Supporting certificate) ;Good writing skills and good knowledge of IT tools;Excellent command of French (oral and written).

6-It is brought to the attention of the Consultants that the provisions of paragraphs 3.14, 3.16, and 3.17 1.9 of Section III of: “WORLD BANK, Procurement Regulations for Borrowers Requesting Financing of Investment Projects November 2020 edition, relating to the World Bank rules on conflicts of interest are applicable.

7-A Consultant will be selected according to the Individual Consultant Selection Method as described in the Regulations. The language of submission is French and all correspondence will be exchanged in French.

8-Expressions of interest must be submitted to the addresses mentioned below no later than October 19, 2023 has 10h.
