The problem

The Congo River basin constitutes one of the main riches in the heart of Africa, the sustainability of which rests solely on the policies put in place for its preservation.

Taking into account the movement of world populations which tends to accentuate the rural exodus towards urban centers, it would be interesting to think about how to channel this movement along major communication routes, so as to bypass the equatorial forest.

Solution suggestions

Like the “White Paper” that Jacques Delors proposed in the 1980s, relating to major projects (for example the European TGV) which contributed to the economic recovery of the European Union, the conquest of power in the DRC could rest on two major projects: the backbone et the loop.

The backbone

It is the establishment of a double-track electrified railway which would connect the city of Lubumbashi to the deep water port of Banana. This communication route would cross the greater Kasai and the greater Bandundu via Kinshasa, the capital, to reach the Atlantic Ocean via Bas-Congo.

Inga is able to generate enough electricity to ensure the proper functioning of this line. In addition, the same dam would be capable of supplying the Maluku project which originally consisted, in the 1970s, of the establishment of a steel industry capable of producing iron! Here, a factory for the production of basic elements such as electrical cables and rails for the railway would already be a good start…

The loop

This is about highlighting the main communication route which crosses the entire Congo hydraulic basin, the Congo River!

How can we imagine that it took a few days to go from Kinshasa to Kisangani by boat in the 1960s and that, at present, the journey takes weeks?

A program of marking and dredging of waterways, without forgetting the construction of ports, must be put in place to secure navigation on these natural communication routes! This is the duty of a responsible State.

Here are two colossal projects which will ensure the definitive development of Greater Congo and which will require no less than two presidential mandates (at least 10 years) to see them succeed!

In conclusion

Not only does this plan guarantee the preservation of the forest, it offers the country the opportunity to pursue a development objective spread over several years and will generate an unprecedented job offer.
This project can only be carried out by a political party resolutely turned towards the future, capable of putting forward new proposals, so as to set it apart from everything that currently exists in the DRC.
