In Mayotte, the trial of two rigged competitions for the territorial civil service

A score of 3/20 roughly transformed into 15/20; a copy which travels back and forth between Mayotte and Reunion Island for rewriting before being given to the proofreaders; meetings on the evening of a competition between two candidates and the organizer… The Mamoudzou judicial court attempted to dismantle, Tuesday October 3, the baroque mechanisms of alleged fraud during competitions organized in 2015 and 2018, by the management center (CDG) of the territorial civil service of Mayotte for positions of second class editor and territorial attaché.

The two candidates being prosecuted, in the company of an organizer and an accomplice, do not have an ordinary profile. The first, Léonus Thémot, headed the same type of establishment, the CDG of La Réunion, a neighboring department of the Indian Ocean, and was twelfth deputy of the commune of Saint-Louis. The second, Dominique Mardaye, is the former chief of staff of the mayor of this Reunion town. Suspicions of rigging and the existence of a “Reunion Island sector” appear in 2020 with the discovery of the falsification of the notes of the judged copy “more than incomplete” by Mr. Thémot, during the 2015 session. Checks revealed other anomalies.

Three years later, Mr. Mardaye obtained an 18/20 in writing while he received a 6.5/20 in the oral exam. The jury’s annotations reflect a “total ignorance of the territorial civil service” and one “lack of knowledge about administration”. In addition to this hiatus, the written copy is not completely anonymized: three staples close its upper right corner where the identity of the author appears, which could thus be consulted.

“Perfect copy” inevitably suspicious

In police custody in 2021, the organizer of the competition at the CDG in Mayotte, Assani Djamali, admits to having organized the cheating. The agent says he was contacted in 2015 by an employee of the municipality of Saint-Louis, then by the vice-president of the CDG to “help Léonus Thémot” by transforming his notes. In 2018, it’s still for “to be seen well” from his vice-president and Mr. Thémot that Assani Djamali, absent at the hearing, retrieves the answer key for the test before placing it in an envelope and giving it to an accomplice who makes the journey in plane to get to Reunion. The crease will come back the same way. Mr. Djamali admits to having put the copy rewritten by Mr. Mardaye in the pile of tests before giving them, thirteen days after the competition, to the correctors. “All the information in the correction, including the titles, is reproduced in full in the copy both in form and content”notes, amused, President Bruno Fisselier, speaking of “perfect copy”but necessarily fishy.
