CALL FOR EXPRESSIONS OF INTEREST FOR THE RECRUITMENT OF A SERVICE PROVIDER TO CARRY OUT AN ORGANIZATIONAL AND FUNCTIONAL DIAGNOSIS OF THE MINISTRY OF CULTURE, TOURISM AND CRAFTS
This Tender Notice follows the General Procurement Notice published in the Tender Journal No. 614 of February 6, 2023.
The Ministry of Culture, Tourism and Crafts has obtained, as part of the execution of its 2023 budget, funds to finance its activities, and intends to use part of these funds to make payments for the recruitment of a firm for carrying out the diagnostic and functional study of the Ministry of Culture, Tourism and Crafts.
As a general objective:
The general objective is to establish a coherent organizational and functional framework, guaranteeing better performance of the Ministry of Culture, Tourism and Crafts.
2. The specific objectives are among others :
Take stock of the institutional framework of the Ministry (attributions, steering system, etc.); Analyze the organizational framework and identify the strengths, weaknesses and adequacy needs in relation to the missions to be accomplished; Take stock places of operation (procedures, tools, means, functional relationships, circulation of information, reporting system, job descriptions, etc.) of the bodies of the Ministry and identify the needs for improvement;Identify the needs in human resources on all the levels of the department; Identify capacity building needs for a better match between positions and profiles; Assess the level of knowledge and understanding of executives on the content of their respective responsibilities; Assess the needs for harmonization and adequacy between functions, roles and responsibilities of the various departments of the department; Develop a report incorporating relevant recommendations;
The duration of the mission is three months (3 months) and must be closed no later than December 31, 2023.
3. Methodology & Responsibility of the Service Provider
The methodology will be structured around two (2) phases:
Phase 1 : Collect data (documentary review, framing and interviews) the diagnostic study and draft the provisional report.Phase 2 : Design of improved management tools and final report.
The Ministry of Culture, Tourism and Crafts invites eligible consultants to express their interest in providing the services described above.
4.Consultant Profile :
To accomplish its mission, the firm must mobilize a team of senior experts composed as follows:
One (1) Head of mission (at least Bac+5) : specialist in Management, Public Administration, Business Management, Organization Management or other relevant fields): At least 10 years of professional experience in capacity building of public and private institutions, have skills in organizational management , have carried out at least 2 similar missions, have proven expertise in the field of New Public Management, have skills in Results-Based Management and Budgeting (GAR/BAR) and in evaluating the performance of public administrations; having skills in the fields of culture, heritage, tourism, hospitality and crafts will be considered important assets;
One (1) senior specialists in HRM (at least Bac+5 in the field of HR) : have proven skills in HR management, have at least 7 years of experience in the field of HR, have completed at least 2 similar studies; knowledge of the Guinean institutional environment or ECOWAS countries;
One (1) Culture and Heritage thematic expert (at least Bac+5) : have at least 7 years of experience in the management of cultural administrations, have skills in the field of capacity building of cultural institutions, have skills in management and evaluation of cultural projects and policies;
One (1) Tourism thematic expert (at least Bac+5 in the fields of tourism/hospitality): have at least 7 years in the field of management of administrations in charge of tourism development and hospitality, have skills in the field of capacity building of public and private administrations, have GAR skills, knowledge of African tourist environment will be an asset
5. The firm will be selected according to the method of Qualification of consultants in accordance with the procedures in force defined in the Public Procurement Code.

7. Expressions of interest must be submitted in a sealed envelope to the address below no later than October 17, 2023 at 10:30 a.m. au central secretariat of the Ministry of Culture, Tourism and Crafts commune of Kaloum.
8. The application file must be presented in French and must bear the words: « Expression of interest for the recruitment of a firm to carry out a 2023-2024 diagnostic and functional study for the Ministry of Culture, Tourism and Crafts (MCTA).
