The ICRC calls on all parties to respect their legal obligations under international humanitarian law (IHL). Civilians and health personnel must be respected and protected at all times.

Fabrizio Carboni, ICRC regional director for the Near and Middle East, said: “The images and information we have seen this morning are absolutely horrifying. The violence against the civilian population is terrifying and has no justification. If the situation continues to worsen , the civilian population of both sides will suffer greatly.

“We have received information that people have been captured or detained. I want to make it clear that international humanitarian law prohibits taking hostages or threatening to take hostages. Anyone detained, including combatants, must be treated with humanity and dignity.”

“All parties must respect their obligations under international humanitarian law. This is non-negotiable. People and civilian objects must be respected and protected. Health personnel and facilities must be protected so that people who need help The deceased must also be treated with dignity.

“In our role as a neutral intermediary, we are ready to visit detained people to check on them and bring news to their loved ones.”
