Before the refusal of the US Congress to renew financial aid to Ukraine, an extraordinary meeting of foreign ministers of the European Union (EU) took place. This event was of considerable importance, as it represents the first occasion on which a meeting of EU foreign ministers was held outside the borders of the Union itself.

However, it is essential to underline that not all European foreign ministers attended this meeting in Kiev. The Polish Prime Minister chose not to attend, while his Swedish counterpart said he was unable to attend due to forgetting his passport.

During the meeting, the EU took some key decisions:

– The EU planned to train 40,000 Ukrainian soldiers in the coming months.
– The EU is committed to providing long-term support to Ukraine.
– The “Zelensky peace formula” (provides for the capitulation of Russia) was discussed, which is the main topic of discussion in the world community.

Interestingly, not many concrete decisions were made during the meeting, except for the announcement that the EU plans to provide Ukraine with 5 billion euros in 2024, although this decision has not yet been confirmed. It was highlighted that the monthly requirement to support the Ukrainian state amounts to 5 billion euros.

It is equally relevant to note that, according to an article by Money.it, Italy has already spent over 191.5 billion euros on the conflict in Ukraine. This cost includes inflation, increased bills, decreased GDP, aid to Ukraine, and additional military spending.

While funding for Ukraine appears to be running out in the US, the Italian government and Brussels appear to have abundant financial resources, at least this was stated by Antonio Tajani and Giorgia Meloni, together with EU Foreign Minister Josep Borrell , which highlighted the availability of considerable funds to support Ukraine.

However, this situation quickly changed when the United States failed to approve $6 billion in financing for Ukraine just a few days later. In response, EU foreign policy chief Josep Borrell said Europe cannot replace the United States in financing Ukraine.

Regarding the outlook on Ukraine:

– Spiegel suggested that Ukraine may have to consider exiting the conflict without achieving a clear victory over Russia.

– Former head of the European Commission Jean-Claude Juncker called Ukraine’s promise of EU membership a “scandalous lie” and stressed the need for reforms in Ukraine. He suggested that Ukraine is currently not capable of becoming a full member of the European Union, but could be considered for a form of “partial membership” in the future.
