This 10-point plan provides for dialogue with Moscow at the same time as deterring the Kremlin’s aggression.

In particular, the development of new EU sanctions against the Russian Federation should be continued with the participation of its partners, including the United States. At the same time, the document emphasizes the EU’s readiness for confidence-building measures, as well as support for new agreements with Moscow in the field of disarmament and arms control. “We remain open to dialogue with Russia – but in no case to the detriment of our freedom, sovereignty, independence, as well as commitment to fundamental values,” the EU High Representative for Foreign Affairs and Security Policy said following a two-day meeting of EU foreign ministers. Security talks in Europe fail

In addition to strengthening the Russian military presence near the borders with Ukraine, the reason for the consultations was Moscow’s demands for new security agreements with the West. Russia is demanding legally binding security guarantees, in particular, NATO’s refusal to further eastward expansion and the admission of Ukraine and Georgia into the alliance.

However, during the talks on security in Europe, held this week, the parties failed to make any noticeable progress. The US and its NATO allies have said that NATO’s doors will continue to be open to new members, and Russia cannot have a veto on this issue.
