A historical myth haunts the current discussion about escape and migration, which is not easy to recognize as such because it appears as a contemporary witness memory. It is about the so-called asylum compromise that the CDU/CSU and SPD concluded in December 1992 and on the basis of which the Bundestag massively restricted the basic right to asylum six months later. A few days ago, his then “architect” Wolfgang Schäuble prominently mentioned him as a model in an interview with “Zeit”. He shows what a pragmatic and effective refugee policy could look like, which knows how to react to drastically increasing numbers of refugees, and how one can “achieve something” together with “colleagues” from other parties over political differences.

In his Tagesthemen interview on the Day of German Unity, Federal President Frank-Walter Steinmeier also identified himself as one of the makers of the “asylum compromise”. He also feels “reminded of many things” that made the change to the Basic Law necessary. Back then, too, there were “signals of overload” that “came from mayors and mayors, which then led to politicians taking action – and people in the current situation also have that expectation.”
