Milan, 17 Oct. (time.news Health) – The contribution of 2 thousand euros that non-EU citizens intending to register with the National Health Service will have to pay “is only the economic adjustment of a contribution for voluntary registration” with the NHS “which has existed since 1998 and which was not more updated, while the public health expenditure per capita has reached 2,100 euros. It does not concern foreign workers for whom compulsory contributions are paid as for Italian workers, but those categories of foreigners, such as students, temporarily resident, that if they do not want to pay the contribution they will continue to have free access to emergency rooms and clinics in case of emergencies. Many other countries do not do this.” Thus the Minister of Health Orazio Schillaci, in an interview with ‘La Stampa’, clarifies the measure contained in the Maneuver, communicated yesterday by the Ministry of Economy and Finance.

Already yesterday evening, “with reference to the news relating to assistance to citizens of non-EU countries in Italy”, the Ministry of Health had specified in a note that “the rule contained in the 2024 financial maneuver refers to specific categories, not entitled to compulsory registration, who can voluntarily register with the National Health Service through the payment of an annual flat-rate contribution as regulated by Legislative Decree 25 July 1998, No. 286 currently in force. The law limits itself to updating the amount of the flat-rate contribution expected. On the website of the Ministry of Health there is all the information relating to healthcare for citizens of non-EU countries in Italy”.
