Council of Ministers: the government adopts the principle of two SIM cards maximum for subscribers of each telephone operator

(Ouagadougou, October 18, 2023). The President of the Transition, Head of State, Captain Ibrahim TRAORE chaired this Wednesday, the Council of Ministers which adopted important decisions for the smooth running of the Transition, according to the Government Spokesperson, Jean Emmanuel OUEDRAOGO.

On behalf of the Ministry of Digital Transformation, Posts and Electronic Communications, the Council adopted a decree relating to the strengthening of the regulatory framework concerning the identification of subscribers and customers of suppliers of electronic communications services.

This new decree reduces the number of mandatory documents for the acquisition of a SIM card for individuals (only the CNIB for Burkinabè, the passport for non-Burkinabe, and the refugee card for refugees); and specifies that each operator can only allocate a maximum of two SIM cards to the same subscriber. In accordance with the new law, the sale of SIM cards will only be made in approved agencies and points of sale. According to the Minister in charge of electronic communications, Aminata ZERBO/SABANE, these measures aim to better regulate the identification of subscribers and customers of electronic communications service providers and to reduce the illicit use of these services.

The decree compensates for the shortcomings of the previous related decree and will further contribute to the fight against insecurity and terrorism.

On behalf of the Ministry of the Economy, Finance and Foresight, the council adopted a report authorizing the conclusion of a contract by the direct agreement procedure with the company COTECNA for the monitoring of customs operations.

The second file from this ministry concerns the creation of the “Faso Kuna Wili” fund which will now absorb three funds from the ministry in charge of youth. These are the Employment Promotion Support Fund, the Youth Initiatives Support Fund, and the Informal Sector Support Fund.

On behalf of the Ministry of Defense and Veterans Affairs, the Council adopted a draft decree relating to the improvement of the living conditions of personnel of the National Armed Forces, through the army health insurance fund.

An oral communication was made by the Minister of Health and Public Hygiene on the epidemic of dengue and chikungunia. Appropriate measures are taken to manage these epidemics.
