France and Burundi, a complex relationship marked by history: Twinning of the communes Bisoro and Leffrenckoucke. Strengthening international ties
Leffrenckoucke (France), 8/10/2023 – As part of Burundi’s foreign policy, last Monday, the Association for Training and Research in the province of Mwaro (AFREM) and the Association of Friends of the Bisoro Commune (AACOBI) responded to the invitation of M. Olivier Ryckebusch, mayor of Leffrenckoucke. Together, they took stock of the partnership established between the two municipalities of Bisoro and Leffrenckoucke.
The signing of the framework agreement for the twinning of the two municipalities is scheduled for November 2023 in Bisoro, in the presence of Mr. Ntangamajeri Diomède, Administrator of the Bisoro Commune, and M. Olivier Ryckebusch.
Currently, Burundi maintains good bilateral relations with France, a contrast with its neocolonial past. Indeed, from 1959 to 1972-1973, France participated, alongside the USA, the Vatican and Belgium, in the Regicide genocide in Burundi, resulting in more than 1.5 million Barundi victims (dead, refugees, displaced people, orphans, widowers).
Young Burundian military officers trained in Saint-Cyr, sous the responsibility of Foccard (the African Man of France)put an end to Ingoma Y’Uburundi, the traditional state of Barundi, in 1965 and 1966, establishing a neocolonial power, a military dictatorship, even initiating thee Genocide against the Bahutu Barundi in 1972-1973in order to destroy the traditional economic system of Barundi, Ubumu, and establish a market economy.
The Burundian military dictatorshipsupported by France, ended in October 1993 with the start of the Burundian civil war, opposing thein France, with its democratizationto the GUAN [1] which had dominated the world since 1989 at the end of the Cold War.
In 2015France joined forces with GUAN to organize a color revolution in Burundi in order to change the CNDD-FDD regime in powernotably by the failed military coup of Wednesday May 13, 2025.
As throughout French-speaking Africa, the Barundi remain relatively suspicious of France.
