The period for public consultation is two weeks
The Ministry of Agriculture and Food publishes for public discussion project on Method for the implementation of the preliminary conditions in the Republic of Bulgaria for the period 2023-2027, in connection with the requirements for support under the Strategic Plan for the Development of Agriculture and Rural Areas 2023-2027.
The fulfillment of the preconditions is a mandatory requirement for financing under the Strategic Plan from the European Agricultural Guarantee Fund and the European Agricultural Fund for Rural Development.
The prerequisites include the following three elements:
Standards for Good Agricultural and Environmental Status (DES);
Statutory Management Requirements (MSRs);
Social conditionality for labor-legal relations in agriculture.
With the approval of the methodology, a system of effective control will be applied to comply with the standards for the EU Law and the statutory management requirements, and payment reductions will be introduced in case of non-compliance depending on the degree, duration and repetition of the violations. Reductions are determined as a percentage of the applicant’s total financial aid amount.
The proposed project has been coordinated with the Bulgarian Food Safety Agency, the Ministry of Environment and Water, the State Fund “Agriculture” and the branch organizations.
The public consultation continues until 3 November 2023.
