The Government of the Republic of Guinea received funding from the World Bank to cover the costs of the Natural, Mining and Environmental Resources Management Project (PGRNME), and intends to use part of the amount from this CREDIT IDA N° 6885 – GN ET DON IDA N° 819 -GN to make payments for consultancy services for theStudy and installation of a seismological monitoring network of three stations (03) and a reception center in the Republic of Guinea.

Main objective

This involves providing the means to the CGS to ensure its role in seismological monitoring of the national territory. This activity, aimed at the development of the seismological monitoring network, will make it possible to:

Collect seismic data from the entire national territory and issue monthly bulletins of local earthquakes; Establish the seismicity and zoning map of Guinea; Issue monthly data analysis reports and share with partner organizations; Inform, raise awareness and educate resilient populations in the event of a felt earthquake.

The monitoring mechanism will translate into concrete terms by the issuance of monthly data collection bulletins for the entire national territory and by the establishment of a seismicity and zoning map of Guinea. This will be updated gradually dynamically.

Specific objectives

The project has three (3) main sub-objectives:

Provide the technical means to the Geophysics and Seismology Center for the acquisition and installation of a permanent seismic monitoring network covering the entire national territory: Three (03) secure stations and one (1) equipped reception center in technical and IT equipment Strengthen the capacity of the CGS for better management of information collected within the framework of seismic monitoring: Four (04) CGS executives benefit from international internships and exchange of experience; Facilitate contacts with regional organizations and international seismic monitoring organizations to initiate collaborations and ensure the sustainability of this seismic network: at least three (3) collaboration agreements with regional and international seismic monitoring organizations will be signed.

Expected results

Three (3) seismic monitoring stations and a reception center are installed, allowing the detection and location of earthquakes in high-risk areas (magnitudes greater than 2) : the three monitoring stations collect the data and the receiving station processes, calculates and analyzes them to locate and evaluate the power (magnitude);The CGS reception center is functional, receiving continuous digital data from the stations in real time and 24 hours a day and can locate earthquakes and broadcast information regularly and quickly in the event of a seismic crisis. : the level of daily seismic stress is recorded, the degree of harmfulness of the daily seismic signal is established (the daily report of seismic observations is effective);CGS staff can autonomously manage the seismic monitoring network : CGS executives are capable of autonomously managing the seismic monitoring network and produce activity reports;The center is known and in contact with the main regional and international seismological monitoring organizations : it contributes to the calculation of global epicenters of earthquakes through the dissemination of its activity reports;The center has initiated study programs linked to the development of the network (scientific research and monitoring of issues): the center draws up a seismicity and zoning map, it sets seismic construction standards for major issues. Its study report complies with international norms and standards and is valid;The center has prospects of perpetuating its activity : After two years of financing by the PGRMNE, the center counts on cooperation with international institutions and organizations such as the CTBTO, which provides aid in equipment and training and on financing from the National Development Budget as well as through support from the Ministry of Mines and Geology.

The Natural, Mining and Environmental Resources Management Project Management Unit (PGRNME) invites eligible consulting firms (“Consultants”) to express their interest in providing the services. Interested Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The criteria for establishing the shortlist are:

A-General experiences:

Be a firm specializing in seismology with at least 15 years of experience in similar seismic network installation work.

B-Specific experiences

Have completed at least three (3) similar functional projects, preferably in Africa and the sub-region.

C- Capacity

The consultant must have technical and administrative capacity by presenting the required documents (Approval/RCCM/Kbis, Organization).

Which could correspond to the following distribution:

(A) General experience (30 points);

(B) Similar experiences (60 points); And

(C) Organisation                       (10 points).

Key personnel will not be assessed when shortlisting.

It is brought to the attention of the Consultants that the provisions of paragraphs 3.14, 3.16, and 3.17 1.9 of Section III of: “WORLD BANK, Procurement Regulations for Borrowers Requesting Investment Project Financing (FPI) », Edition July 2016, updated November 2017 and August 2018, relating to the World Bank rules on conflicts of interest are applicable. Please note the following additional provisions relating to conflict of interest in the context of the Services subject to this Request for Expression of Interest:

Consultants cannot be engaged for missions that would be incompatible with their present or past obligations towards other clients, or which could make it impossible for them to fulfill their mandate in the best interests of the Borrower. Without prejudice to the general nature of these provisions, Consultants cannot be engaged in the circumstances set out below:

No company engaged by the Borrower to deliver Supplies, carry out Work or provide Services Other than Consultant Services for a project (nor any affiliated company which directly or indirectly controls it, which it itself controls or which is under common control) is permitted to provide Consulting Services consequential or directly related to such Supplies, Works or Services Other than Consulting Services. This provision does not apply to the various companies (consultants, contractors or suppliers) which, collectively, fulfill the obligations of the successful bidder of a turnkey contract or a design-build contract: No company involved by the borrower to provide Consulting Services for the preparation or execution of a project (nor any affiliated company which directly or indirectly controls, which it itself controls or which is under common control) is subsequently admitted to deliver Supplies to carry out Works or provides Services Other than Consulting Services subsequent to or directly related to said Consulting Services. This provision does not apply to the various companies (consultant, contractors or suppliers) which, collectively, fulfill the obligations of the successful bidder of a turnkey contract or a design-build contractNo Consultant (including the personnel and sub-consultants in its service) nor any affiliated service provider (which controls it directly or indirectly, which it controls itself or which is placed under common control) may be engaged for a mission which by its nature, creates a conflict of interest with another of its missions; Consultants (including experts, staff and sub-consultants in their service) who have a close professional or family relationship with any executive of the Borrower, the the project executing agency, a beneficiary of a fraction of the financing of the or any other party representing the Borrower or acting on its behalf who participates directly or indirectly in any segment: Preparation of the Terms of Reference of the mission of the selection process for the contract; or Supervision of the contract, cannot be awarded a contract unless the conflict resulting from the said relationship has been resolved in a manner that the Bank deems satisfactory throughout the selection process and execution of the contract.

Consultants may join forces with other firms to strengthen their respective skills in the form of a group or subcontractor agreement. In the event of a group, all members of this group remain jointly and severally responsible for the execution of the mission in the event that the group is selected.

A Consultant will be selected according to the method “ Quality and Cost Based Selection (QBSS) » as described in the Regulations.
