It is a question of including in the 1958 text the “freedom” of women, which is “guaranteed” to them, to have recourse to a voluntary termination of pregnancy (IVG), affirmed La Tribune Sunday this Saturday.

Based on the work of parliamentarians and associations, the draft constitutional law will be sent to the Council of State this week. “In 2024, the freedom of women to have an abortion will be irreversible,” writes the head of state.

On X, the Minister of Justice Éric Dupond-Moretti welcomes this “tremendous news for women’s rights!” “. Bérangère Couillard, the Minister responsible for Equality between men and women, welcomes “a victory for all women” and “a strong symbol sent to other countries in the world where our rights are in decline”.

The number of abortions on the rise in 2022

On March 8, 2023, International Women’s Rights Day, the President of the Republic made a commitment to include the freedom to resort to abortion in the Constitution, responding to concerns arising from the cancellation in 2022 of the ruling guaranteeing the United States the right to abortion throughout the country.

The inclusion of abortion in the Constitution, a right currently recognized in an ordinary law, would complicate any attempt by the legislator to suppress this right or seriously undermine it.

Emmanuel Macron reaffirmed on October 4 his wish to see the inclusion of the right to abortion in the Constitution come to fruition. “I expressed my wish, on March 8, that we could find a text agreeing the points of view between the National Assembly and the Senate and allowing a Congress to be convened in Versailles,” underlined the Head of State . “I hope that this work of bringing together points of view will resume and be completed as soon as possible,” he added.

According to a November 2022 survey, nearly nine in ten French people (86%) are in favor of including the right to abortion in the Constitution. Published in September, the latest official figures show an increasing number of abortions in 2022 (234,000) in France after two years of exceptional decline linked to the Covid-19 epidemic.
