The president of the LR group, Olivier Marleix, leans in to discuss with LR deputy Eric Ciotti, during the government questions session, at the National Assembly, October 17, 2023. JULIEN MUGUET FOR “LE MONDE”

Failing to surprise in substance, the right manages to surprise in form. Since Tuesday October 31, the Les Républicains (LR) party has been offering a petition to people who have had enough “uncontrolled immigration”. If the wording recalls Nicolas Sarkozy’s outing in a town in Argenteuil in 2005 (“Have you had enough of this bunch of scum? We’ll get rid of it for you.” ), the process is borrowed from the National Rally (RN) and its twenty-nine listed petitions. The vocabulary could also be that of the far-right party – “Do you think a nation is in danger if it cannot expel from its territory foreigners who bring disorder and terror? »

The Republicans’ objective has not changed: to regain control over immigration and its supposed risk of overwhelm. It is a question of showing the French that the best tool is not the law passed by the Minister of the Interior, Gérald Darmanin, but the revision of the Constitution requested by Eric Ciotti and his party. “Nothing in this text is capable of radically reversing the migratory flows which are overwhelming us today (…) The Darmanin bill is not up to the migratory challenge”assures the president of LR in an interview with Sunday newspaper, on October 29.

The refrain has been known in recent months. The Darmanin law on immigration would never be more than one more law on the subject. We must therefore modify the Constitution to free ourselves from the case law of European courts. “In forty years, twenty-nine immigration laws have been passed. For what result? »state the Republicans in their petition, forgetting to recall that a majority of these texts were defended by right-wing governments.

Article 3, “a decoy from Darmanin”

This petition is only a way of pumping up the biceps before the text arrives on November 6 in the Senate, but the Republicans say they are ready to go “in a standoff with the government”advances M. Ciotti. “Since the president [Macron] procrastinates to go to the referendum, I propose that the French themselves impose their will”, challenges the president of LR, whose group has tabled a constitutional bill on immigration which should be examined on December 7 in the National Assembly within the framework of the LR parliamentary “niche”. The first measure of this text aims to broaden the framework of the referendum under Article 11 of the Constitution to allow the French to be consulted on the question of immigration. And, secondly, free ourselves from European treaties on migration matters.
