TITRE : RECRUITMENT OF A CONSULTANT TO DEVELOP THE CATALOG OF HEALTH PROMOTION INDICATORS FOR THE FIGHT AGAINST DISEASE INCLUDING COVID19.

Health promotion can be used for an efficient response. Since, health promotion is an effective way to increase individual and collective participation in health action, generate demand for health products, encourage the use of health care services and the creation of environments favorable to health. in a foundation of social justice and health equity, all linked to actions on the social determinants of health. The approach was recommended in 1986 following the adoption of the Ottawa Charter by member states of the World Health Organization (WHO). Since that date, several international conferences have focused on the elucidation of different aspects of the charter. New data has raised awareness about health inequalities and encouraged states to act towards health equity.

Guinea is one of the fastest growing countries in the region, with a natural growth rate of 2.8% per year. The 2018 Demographic and Health Survey (EDS) indicates that 25% of the entire population is made up of women of childbearing age. The crude mortality rate is 10.6% and the birth rate is close to 39%.

In 2014, the Ministry of Health carried out an evaluation of its old policy and its ten-year strategic plan 2003-2012, accompanied by the holding of the General Meeting of the sector. This analysis revealed that the misunderstanding regarding the sexual health of young people and adolescents constitutes a real issue for the survival of populations. Complete vaccination coverage for children aged 12-23 months remains very low (24%). The proportion of unvaccinated children (zero doses) increased from 11% in 2012 to 22% in 2018. Children under five are victims of malaria, respiratory infections and gastritis. The population is often confronted with communicable and non-communicable diseases, whether endemic or epidemic. Cases of mental and physical trauma are recorded in health facilities. Excision (95% prevalence), in addition to early/forced marriage, is considered a traumatic experience which can lead to complications ranging from genital infection to death including difficulties in childbirth (obstructed deliveries). .

The living environment (physical, social, cultural, interpersonal and individual) of populations contains determinants that promote or hinder the adoption of healthy behaviors. Health interventions must be coordinated to take into account the interaction between the determinants and resources of well-being. The individual is at the center of all these factors. His ability to influence them may diminish as his social circle becomes more distant.

The National Health Promotion Service, in the decree on the attributions and organization of the ministry of health in 2018, was elevated to the rank of directorate to better ensure its roles. The vision of the health promotion policy adheres to that of the national health policy. This is the vision of a “Guinea where all populations are in good health, economically and socially productive, benefiting from universal access to quality health services and care, with their full participation” in decisions and actions that influence their well-being. The strategic plan resulting from this policy covers the period from 2021 to 2025. It is broken down into three (03) priority axes:

▪ Strengthen the governance of the national health promotion system;

▪ Improve individual and collective knowledge and attitudes favorable to health;

▪ Develop innovation and research in health promotion, and the use of data for decision-making.

This strategy is accompanied by a monitoring-evaluation plan which extends over a period from 2021 to 2025 and which aims to: produce timely information useful for monitoring progress in the execution of the 2021-2025 strategic plan , to contribute to its effective execution through proactive decision-making, to promote the evaluation of the relevance of the results and the impact of SNPS activities across the country. Tools and methods for data collection, processing and analysis have been developed in this plan.

The SNPS is faced with difficulties in operationalizing this plan, due to a lack of a catalog of indicators that can allow their configuration in the DHIS2.

The service’s mission letter for this defined year urges the development of the catalog of health promotion indicators.

Considering all of the above, the Ministry of Health and Public Hygiene through the National Health Promotion Service intends to organize a workshop to develop the catalog of health promotion indicators with the support of GAVI through the UAGP. This catalog of indicators is also of interest to the EPI as well as in the event of a health emergency such as COVID. This activity will be carried out with the heads of units of the different MSHP programs.

Participation in the competition is open on equal terms to all individual consultants with sufficient qualification and expertise required by type of consultancy.

Interested candidates are invited to express their interest in providing the services described in the Terms of Reference, a copy of which is obtained upon request sent to the following email address: [email protected] with details of the consultancy(s). (s).

Applicants are requested to provide information indicating that they are qualified to perform the services described, in their Expression of Interest files prepared and presented separately as follows:

Technical proposition : including the cover letter/explanatory note, the detailed methodological approach, the detailed work plan and timeline, the well-detailed and updated CV best describing the consultant’s expertise with copies of diplomas and professional certificates, as well as references similar with certificates of service rendered, satisfaction and/or recommendations.Financial proposal : including all costs relating to the mission including fees and possibly other necessary reimbursable costs. Please note that the financial proposal must be made excluding VAT because the project is exempt from VAT and the Consultant will be subject to the taxation applicable in the Republic of Guinea.

The candidate will be selected based on the qualification of the consultant (see paragraph 7 of the ToR).

Proposals drawn up in French in two copies, one (1) original and one (1) copy must be submitted from the UAGCP Procurement Department located on the 3rd floor of the Palm Résidence Camayenne building, north cornice of Dixinn, next to the Ambroise Paré clinicat the latest Thursday 11/16/2023 at 11:00 a.m. sharp, local time.
