The European Union is harmonizing regulations related to artificial intelligence. The Riigikogu Commission on European Union Affairs proposes to hold a public discussion on an initiative that is likely to have a significant impact. The discussion will take place today, starting at 9:00. Participants in the open meeting of the commission will hear reviews and discuss the impact of artificial intelligence, related challenges and opportunities in the Estonian legal space, the press service of the Riigikogu reported on Friday.

Commission Chairperson Liisa Pakosta noted that until now, European Union initiatives have not been discussed in open meetings. Thus, we are talking about a rare opportunity to both be present on site and follow the meeting on the Internet. She explained that the discussion was driven by the European Union’s regulation on artificial intelligence, which is scheduled to be adopted in a few months.

“This is the first time such large-scale regulation has been adopted in the world,” Pakosta noted. According to the chairman, the commission wants to get an overview of the current state of negotiations in the European Union and Estonia’s progress in defending its position. “Secondly, we want to know what the impact, opportunities and risks of artificial intelligence regulation will be for Estonian residents and the economy if the regulation is adopted in its current form,” Pakosta said.

The content of the regulation and the production process under it will be presented by the head of the European Commission’s representation in Estonia, Vivian Loonela, and the head of the data sector of the Ministry of Economic Affairs and Communications, Ott Wellsberg. Speakers will also be given by member of the Riigikogu and IT entrepreneur Andrei Korobeinik, co-founder of Pactum AI Kristjan Korjus, founder of Threod Systems Mikk Murumäe and founder of Net Group Priit Kongo.

After the reports, a discussion with experts and members of the Riigikogu will begin. For the first time, commission members and guests will be able to ask questions both before and during the meeting. This can be done in the Slido online environment.
The discussion of artificial intelligence is the second item on the agenda of the commission meeting. The meeting will begin with an overview of Estonia’s position at the informal meeting of the European Union Competitiveness Council, which will take place on 6–7 November.

The open meeting will begin at 9:00. The live broadcast can be viewed on the Riigikogu homepage and Facebook. The recording of the meeting can be viewed later on the Riigikogu’s YouTube channel.
