After an unprecedented voting process, the country has the president of the republic who will govern during the next transitional period. The chosen option constitutes, due to its content, an unavoidable mandate for the new government. It is also the “acid test” for evaluating the president-elect’s ability to define his work program in accordance with his campaign offers.
The multidimensional crisis facing the country is aggravated by the lack of a horizon to which to address itself. A national objective has not been built that unites Ecuadorians around it, a paradigm that means the recovery of the economy, the full validity of democracy with governability and decent living conditions for the majority of Ecuadorians.
In the short period that the new president has to govern, the most important challenge is to define with foolproof wisdom the objective to which he will lead the country, and his appropriate means and strategies for that end.
They should not be simple technical measures or recipes that have failed in other media. The specific reality of the country matters, in the current moments and in the current circumstances. Political decisions are required, supported by a project that aims at a new and better functioning of the economic and social system as a whole. The starting point is the definition of the main principles that will cover the instruments and mechanism of action that are used.
The recognition of the role of the State in the conduct and regulation of the country’s social processes will sustain the national project, if the president-elect decides so. The current economic system in the country is not exactly a market one, since public intervention has great weight in fundamental pillars such as social protection, public services, labor law, macroeconomic policies and development planning. Therefore, proceeding with the weakening of the State, privatizing social protection and public services, and blaming public spending for the economic disaster means putting the weight of the crisis on the shoulders of the poorest.
In the economy, the most important thing will be to improve the population’s consumption capacity in order to put pressure on supply and reactivate the productive system with job creation. There, the allocation of public and private resources plays a strategic role, applying measures that discourage capital flight due to the lowering of the tax on the outflow of foreign currency. The best defense of dollarization is to feed the system with dollars from national investment, with its multiplier effect that boosts the growth process.
The current time requires concertation for big decisions. This means the detachment of particular interests that may prevail in political circles due to the prompt holding of new elections, in less than two years. The search for governability through agreements with the National Assembly must start from the definition and proposal of a project by the government. The favorable response from the different groups will make the project viable for the country. Otherwise, the negotiations that fuel corruption will be repeated.
