Rome, 8 Nov. (time.news) – “We learn that Minister Ciriani has declared that the agreement with Albania will not pass through the Chambers” explaining that there already exists an international agreement that regulates the matter and “it is a strengthened collaboration agreement already foreseen by the previous international agreements signed between the two countries and therefore the passage to the Chambers is not necessary. We would like to underline the delicacy of this international treaty which raises problems of right of asylum, of jurisdiction, of compatibility with EU law, raises a question of extraterritorality and costs and bills for Italy”. Thus Alfonso Colucci of the 5 Star Movement spoke in the Chamber.

Colucci cited articles of the Constitution which would instead impose parliamentary passage: “In particular article 80 of the Constitution which says that ratification is necessary where the international treaty imposes territorial variations and here there is a theme of extraterritoriality and which entails burdens to finances and here we are talking about millions of euros paid to Albania, costs for these centers borne by Italy and the constraint of a sum of 100 million guarantees for pecuniary obligations for Italy deriving from the agreement itself is hypothesized “. Therefore Colucci concludes “we ask for urgent information from Minister Ciriani to report to us on these serious declarations”.
