Flows of foreign students to OECD countries reached a record level in 2022, with 1.92 million residence permits issued, an increase of 42% compared to 2021. Due to the Covid-19 pandemic and the closure of borders, this number had fallen sharply, from 1.55 million in 2019 to only 720,000 in 2020. In ten years, it has shown an increase of 61% and it has even more than doubled in countries like Australia and Canada.

For the fourth consecutive year, the United Kingdom placed itself last year at the top of the host countries for new international students, with 468,000 residence permits, ahead of the United States (409,000), the Canada (276,000), Australia (193,000), Japan (167,000) and France (91,000).

6% of higher education staff

In total, 4.3 million internationally mobile students were enrolled in universities in OECD countries. They represent 6% of higher education student numbers, a percentage rising to 22% in Australia and 20% in the United Kingdom.

The United States alone hosts 19% of all international students (833,000), ahead of the United Kingdom (601,000, or 14%) and Australia (378,000, or 9%). France, for its part, hosts 253,000.

Sixty percent of internationally mobile students in the OECD area come from Asia. The leading countries of origin are China (885,000 students, or 20.5% of the total), India (424,000, 9.8%), Vietnam (133,000, 3.1%), Germany (123,000, 2.9%) and France (101,000, 2.3%).
