The Port Authority of Las Palmas (Spain) has made the decision to launch a new competition for the construction of an offshore wind energy center in La Luz. This center will focus on the construction, repair, maintenance, transformation and development of offshore and terrestrial elements related to renewable energies.

The first attempt to put the project out to tender was not successful, due to the high initial investment required, which was around 25 million euros. This requirement deterred potential candidates interested in participating in the contest.

Initially, the Canarian authority had considered the possibility of directly assigning the project under the Ports Law. However, since it did not find companies interested in the existing conditions, it has decided to reformulate the terms of the contest to attract those companies willing to make this project a reality.

In any case, the Port Authority of Las Palmas highlights that to make the new tender attractive for companies, it is essential to completely release the land intended for the project, which is currently partially occupied by CCB-Zamakona.

This plot covers almost 170,000 m² of surface, with 120,000 m² available for tender and 47,300 m² under concession to CCB-Zamakona since 2018. However, due to problems related to the inland waters of the Nelson Mandela, the works have not yet started, and the concession is in dispute with the port.

In this sense, the Port Authority is in negotiations with CCB-Zamakona to reach an agreement that will allow the entire land to be released for the new tender. Additionally, it is planned to expand the uses of the plot, not just limiting it to renewable energy, with the aim of maintaining its versatility and relevance as the offshore wind energy sector evolves.

On the other hand, it is planned to expand the Reina Sofía dock by about 300 meters as part of a project that dates back to 2002. This expansion will allow larger vessels to be attracted to La Luz and avoid the loss of activity quotas due to the lack of docking space. The third phase of the Reina Sofía expansion will consolidate a docking line throughout the entire port of Las Palmas of 18 kilometers with deep waters.

The cost of the expansion is under review, and Puertos del Estado is expected to approve the project so that it can move forward as soon as possible.

On the other hand, the Port of Las Palmas has received authorization from the Council of Ministers in its last session to proceed to the tender for a contract for the construction of new cargo control facilities in the port area.
