The Technical Committee for Supervision of the Creation of the National Cadastre (Ctsrcn) proceeded, Wednesday November 8, 2023 in Cotonou, to the launch of the collection of cadastral data in districts 1 to 8 of the commune of Cotonou. It was in the presence of Mayor Luc Atrokpo, the ambassador of the Kingdom of the Netherlands to Benin, Joris Jurrièrs and other personalities.

What is it about: After the phase which took into account districts 9 to 13 of the commune of Cotonou, this second wave of the collection of cadastral data concerns the first eight districts of the economic capital of Benin. The goal is to secure and democratize access to land ownership on the one hand and to modernize, revitalize and professionalize the national real estate market on the other. This tool developed by the government therefore constitutes an essential lever for land management and security, control and improvement of knowledge of land assets. As part of this data collection, agents will be deployed on the ground in all neighborhoods from the first to the eighth district of Cotonou to register plots and take information from plot owners.

What do they say: At the start of the launching ceremony, the Deputy Chief of Staff of the Minister of Framework and Life and Transport, responsible for sustainable development, Gbian Tabé Djamal, announced that this tool put in place by the government is a development tool through the realities linked to the security of land data. “The national land register will make it possible to cover the entirety of the entire commune of Cotonou,” he said. The initiative benefited from the support of the Kingdom of the Netherlands, through the Land Administration Modernization Project (Pmaf) in synergy with the National Land and Land Agency (Andf). According to the Dutch ambassador to Benin, Joris Jurrièrs, the government was right in proposing to ensure full coverage of the city of Cotonou. According to him, the implementation of land reforms makes it possible “to stimulate private investment, to ensure an environment facilitating economic growth and food security”. He also reiterated the commitment of the Kingdom of the Netherlands to support the government of Benin in implementing its land reform. President of the National Association of Municipalities of Benin (Ancb), the councilor of the city of Cotonou, Luc Sètondji Atrokpo, indicated that the cadastre is an essential tool for the harmonious development of the cities of Benin. “The land register is more than a simple land register, it represents the cornerstone of the management and development of our territory. It ensures the legal security of properties and contributes to tax fairness. The advent of this project is a giant step towards cleaning up the land ecosystem in Cotonou. This collection will strengthen confidence in our land system, attract investors and open new economic development opportunities for Cotonou and Benin,” he says. The mayor of the commune of Cotonou expressed his gratitude to the government of Benin for and also to the Dutch cooperation. Finally, he invited residents of the districts concerned to come forward and cooperate with the agents responsible for data collection. Launching the operation in districts 1 to 8 of the commune of Cotonou, the president of the Technical Committee for Supervision of the Creation of the National Land Registry (Ctsrcn) Alban Bienvenu Bessan, explained that registration in the land registry allows owners to have their plot in a national and official database which will ultimately be the single source of reliable land information. So that the operation of deploying agents on the ground for the registration of plots goes smoothly, he invited the actors in the land chain to get actively involved.
