Burkina: The maximum profit margin for private pharmacies set at 32%

Ouagadougou, Nov. 10, 2023 (AIB)-Faced with the significant increase in medical specialties noted since February 2023, the maximum profit margin reserved for private pharmacy pharmacists in Burkina Faso has been set at 32% of the sale price of the wholesale distributor, according to a decree consulted on Friday by the AIB.

The decree signed in mid-October 2023 by the ministers in charge of Health and Trade indicates that the public sale price of medicines, pharmaceutical specialties and copies of specialties imported and sold in private pharmaceutical pharmacies in Burkina Faso, is determined by applying a multiplier coefficient of 1.89 to the ex-factory price excluding tax or wholesale price excluding tax (PGHT), expressed in FCFA.

The transfer price of medicines, pharmaceutical specialties and copies of imported specialties is determined by the application of a multiplier coefficient of 1.43 on the PGHT expressed in FCFA.

Still according to the decree, for locally produced medicines, the sale price is determined by applying a multiplier coefficient of 1.20 to the PGHT expressed in FCFA.

In all cases, the profit margin must not exceed 32% of the transfer price of the wholesale distributor, insists the text.

The joint decree lasts up to six months from the date of signature and stipulates that offenders will be punished in accordance with the texts in force.

In April 2023, the Consumer League and the Ministry of Health denounced a unilateral and significant increase in the prices of medicines (particularly specialties) in private pharmacies.

The pharmacists’ union estimated at the time that the 32% margin already in force forced them to sell at a loss, due, among other things, to inflation and the increase in their costs.

As a result, these pharmacists had made “readjustments” of 12%, denounced by the populations and rejected by the government.
