This kidnapper was described by local police as a repeat offender. The armed police officers got him to comply and leave without violence. While he was handcuffed, other officers entered his garage and freed the young woman. They had to use a ladder to free Chloe Jones from a partially hidden hole in the ceiling.

“After being rescued by the police, Chloe spent three days in intensive care with facial fractures, a brain hemorrhage, a broken arm and fingers,” assured her mother, Jessi Barham. “She was tortured relentlessly during the four days she was detained. William Mozingo allegedly beat her with a baseball bat, doused her in gasoline and threatened to set her on fire while holding her captive in his garage for days, police also said.

Jones and Mozingo were initially casual acquaintances, according to police, who said the suspect kidnapped her after offering to give her a ride home last October. Instead of doing so, he allegedly took her to his home, where he kept her locked up until Mozingo’s abnormal activity and screams alerted the passing owner of the place, who called the police.

If the police saved the young woman, they are however embarrassed by the profile of the kidnapper. Mozingo indeed has a long criminal record which already includes prison sentences… for kidnapping in 2011, 2014 and 2019.

So in 2019, he kidnapped his then-girlfriend, beat her, and left her unconscious and undressed in her Canton, Ohio, home. He then served 18 months in prison before being released on parole, according to court records, which today are a stain.

“There was no reason for this man to be on the streets,” Chloe Jones’ mother criticized on one page GoFundme, which she created to help her daughter. “He has proven time and time again that he will do it again. They knew he was going to make another victim, and the justice system did nothing to prevent it,” she insisted. The Ohio Department of Rehabilitation and Correction has not released any information on the matter despite an official request from law enforcement.

The “serial kidnapper” was arrested and charged with assault, unlawful restraint, kidnapping, parole violation and escape. He is being held at the Summit County Jail under $100,000 bail, according to local jail records.
