Punjab. In a significant ruling, the Punjab and Haryana High Court on Tuesday directed that the state government will be primarily responsible for compensating dog bite victims, adding that the minimum financial assistance will be at the mark of Rs 10,000 per tooth.

“When the flesh is removed from the skin, the compensation will be at least Rs 20,000 per 0.2 cm wound,” the court ruled. This decision came during the hearing of petitions related to dog bite incidents.

Disposing of a batch of 193 petitions, the high court ordered the governments of Punjab and Haryana and the Union Territory of Chandigarh to constitute committees headed by the Deputy Commissioners of the respective districts to determine such compensation.

“The award should be issued by the committees within four months of filing of the claim along with necessary documents… The State will be primarily responsible for paying compensation to the defaulting agencies of the State, from its own resources. With right to recover, or a private person,” a single bench of Justice Vinod S Bhardwaj ruled.

This decision is important at a time when dog bite cases are increasing across the country.
