Truffle hunters offer lower taxation for pensioners and people with TELK solutions

Three organizations entered the Parliamentary Agriculture Committee’s opinion on the Bill for Amendments to the Personal Income Tax Act

Three organizations on hunters on truffles have united in a common proposal for corrections in the Bill to amend and supplement the Law on personal income taxes. The proposal was submitted to the Committee on Agriculture, Food and Forestry in the National Assembly from National Federation of Truffle Hunters in Bulgaria, National Union of Bulgarian Truffle Hunters and Bulgarian National Association of Truffle Hunters.

The draft law contains texts that introduce an alternative tax on the income of pickers of wild mushrooms and fruits (without medicinal plants). (Read more on the topic HERE)

Importers of the opinion offer: “The income of individuals under para. 1 with a permanently reduced working capacity of 50 percent or more, as well as those of pensioners, to be taxed once with an alternative tax in the amount of 50% of the amount determined for each month during which the activity is carried out.”

According to the three organizations, wild mushrooms and truffles cannot be included in an approved forestry plan, since no methodology can be drawn up for predictability and planning when using them for economic purposes. The importers clarify that wild mushrooms and truffles are entirely dependent on the weather conditions and climatic features of each year.

They also recall that during a meeting with Finance Minister Asen Vassilev, they received a promise that the permit for extraction of wild mushrooms and truffles would be valid for the territory of the entire country. Compliance with the forestry plans of the state-owned enterprises practically makes it impossible to fulfill the given promise.

The three organizations insist that the mining permits, which are monthly, be issued not only by the state forest enterprises, but also by their territorial divisions – for convenience. And the fee payments should be made with them.

They want the price for using non-timber forest products from state and municipal forest territories to be 10% per year of the minimum wage for the country for the respective year. In this way, the price will increase threefold from the current payment and will rise to BGN 93 from next year.
