From November 20 to December 1, farmers who develop their activity in the “Livestock”, “Beekeeping” and “Plant breeding” sectors can submit applications for support under the aid de minimisreports DF “Agriculture”.
State support will obviously not be only “for the smallest producers in the Livestock sector” – as was written in the memorandum (see Article 6) signed in the days of the September protest.
As it was reported by the ministry on November 7, when discussing this support with branch organizations, livestock associations have requested that there be no restrictions on the allocation of money. Initially, the Ministry of Agriculture proposed that the state aid be only for farms with up to 150 large ruminants and up to 300 small ruminants animals, with up to 300 bee colonies and up to 150 horses. However, this was not accepted by the branches.
In the first version, only producers of dessert and wine grapes, plums and potatoes were to receive de minimis. Subsequently, absent and uninvited branch officers said that they wanted the support to be for everyone fruits and vegetables, for which conditional support is received.
As a result, this small state aid will be distributed to almost all producers, including tobacco producers, and will accordingly be “many to few”.
The aid is granted in accordance with Regulation (EU) No. 1408/2013, amended by Regulation (EU) 2019/316, to registered farmers under Ordinance No. 3 of 1999, and when applying for tobacco, registration as tobacco producers is required in accordance with Ordinance No. 22 from December 21, 2016 for 2023.
The aid is granted to cover part of the cost of feeding the animals during the winter season and to ensure preparations for the 2024 harvest.
The Management Board of the State Fund “Agriculture” (the Board of the State Fund for Agriculture) approved a budget in the amount of BGN 47.5 million under the scheme.
The funds are distributed as follows:
• for the “Livestock” sector, including honey: BGN 23,750,000
• for the “Plant breeding” sector: BGN 23,750,000.
The de minimis aid is provided for the following areas:
• large ruminant animals;
• small ruminants;
• horses under selection control;
• Bee families;
• fruits and vegetables (apples, pears, apricots/greens, peaches/nectarines, cherries, sour cherries, strawberries, raspberries, plums, dessert grapes, Polish tomatoes, Polish cucumbers, gherkins, eggplant, Polish peppers, potatoes, onions, garlic, carrots , cabbage, watermelons and melons);
• greenhouse crops (tomatoes, cucumbers and pepper);
• wine vineyards (excluding the areas for which support has been received under the “Green harvest” measure);
• rose oil;
• tobacco.
Applications for support for the de minimis aid are accepted at the Municipal Agriculture Offices (OMA) at the OD “Agriculture” of the Ministry of Agriculture. Documents are submitted to the physical person’s permanent address (in the case of FL application) and at the registered office of the sole trader or legal entity (in the case of ET and JU application). The application is made in person or through an authorized person, after presentation of a notarized power of attorney according to a form prepared by DFZ.

The fund reminds that the de minimis aid provided to one farmer or enterprise cannot exceed the BGN equivalent of 25,000 euros (BGN 48,895.75) for a period of 3 consecutive budget years.
The amount of assistance for one animal, for one bee family, as well as for one hectare, will be determined by the Ministry of Agriculture after the acceptance of applications for assistance has been completed and will be confirmed by a decision of the Board of Directors of DF “Agriculture”.
