State Fund “Agriculture” (DFZ) announced The indicative schedule for the upcoming authorizations for direct interventions payments for Campaign 2023.
The fund reminds that payments to farmers for Campaign 2023 began on October 26, when more than BGN 31 million were transferred to livestock breeders under the intervention “Transitional National Aid for Cattle, not linked to production” (PNG1).
In the period from November 20 to December 10, in the presence of an effective regulation, funding will also be received by farmers who applied for the intervention “Transitional national aid for mother sheep and mother goats, linked to production (PNJ 3).
Payments from the European Agricultural Guarantee Fund (EAGF) will start in December. According to estimates, by the end of the year, it is planned to pay out the intervention aid with the largest budget – “Basic income support for sustainability” (OPSU). The funds will be ordered in the specified period, on the condition that the Ministry of Agriculture provides the DFZ with the preliminary layer “Physical blocks” as well as the specialized layer “PZP – mowing” by December 1. All applicants who have completed administrative and on-site checks will receive payment.
In the months of December and January, it is planned to carry out the authorizations for the interventions for “Coupled support for animals” (CPS) of applicants with completed administrative and on-the-spot checks. Given the increased number of interventions and the additional new eligibility criteria introduced, a longer period is needed to develop and verify the new calculation algorithms.
An important condition for payments to be made in the month of December is the presence of an order promulgated in the “State Gazette” and entered into force approving the Methodology for the implementation of the preconditions in Bulgaria, in the shortest possible time, with a view to the timely execution of the checks of place.
In the indicative schedule, it is stipulated that in the month of December, the DFZ will transfer to the farmers the funds under the two measures from the PRDP 2014-2020 – measure 10 “Agroecology and climate” and measure 11 “Organic agriculture”.
Payments under measure 10 will be ordered on the condition that, as of December 1, the DFZ has received from the external institutions all the necessary data used in the framework of the administrative checks.
According to measure 11 “Organic agriculture”, the subsidies will be paid out in the specified period, if by November 20 the database of producers, processors and traders of agricultural products and food produced in an organic way, maintained by the Ministry of Agriculture, is fully updated. Authorizations under the schemes and measures where there are areas, animals or bee families declared organically or in transition to organic production will be ordered only after completing all checks on the biological status of the holdings.
The fund reminds the applicants who applied for subsidies under direct payment interventions that the Indicative schedule is indicative and aims to orient farmers in advance for the upcoming payments to them.
Despite the late completion of the acceptance of applications for the current campaign, the continuous change in the regulatory framework, the introduction of new acceptances of additional documents and the development of completely new systems for control, sanctions and reporting related to the implementation of the CAP 2023 – 2027, while maintaining the main principle for the work of agricultural funds – authorizations should be carried out after all checks related to the eligibility of the applicant and the areas and/or animals applied for support have been completed, the management of the DFZ organizes the administrative capacity of the institution to the maximum extent so that the beneficiaries receive the expected subsidies on timenotes DFZ.
